What gives with two different front wheel hubs?

It appears my car has two different types of front wheel hub. On one side my new wheel fits perfectly but on the other it's very difficult to mount the wheel. Once the wheel is on it does not want to torque down properly. As I hope you can see in the pics, the hubs are not the same. One has a deep mounting surface for the wheel, the other is "stepped" for want of a better word and there is not much surface for the centerbore to rest on. Assuming they are both for E30s, why the difference? I can't believe this is even safe since I can't seem to snug the wheel up tight.

Can't really tell from the pic (kinda blurry)but it looks like the one has a centering ring and the other doesn't.

The car isn't handy to look at right now. But from memory the second picture looks correct for an E30 hub.
The car makes it possible, but the driver makes it happen.
