    Does it crank over normally?

Did you make sure all water was evacuated (if present) from the cylinders prior to cranking?

        got any pics ?
realistically half way up the doors shouldn't be a problem.... pull plugs out and crnak then engine to make sure there's no water in the cylinders. while you got plugs out make sure you get spark at the end of plug when cranking...

i dunno really... never had to deal with majorly floded car.
What do you mean will not start. does it crank ? does it sound ok when cranking ?

That's very close to the dme's level. Are you absolutely sure it didn't get wet?

Middle of the doors is a bit vague.
Take the air filter out and see if it's wet. Those things hold water forever. If it's not, then there shouldn't be any water in the engine as the inlet is high enough to avoid that.
I'd be looking at electrical. Brain boxes, maybe the fuel pump (though I wouldn't see why...that should be sealed). Tell us more. Does it crank and not fire, not crank, try to start but won't...what, exactly?
Move out of New Orleans! I can't believe people still live there.

May i also suggest a squirt of WD-40 or liquid wrench in the cylinder also, (before you crank her over.)

start checking for the fuel pump working and spark.
