heated seats short

Its about that time of the year to crank my heated seats up, only problem is that they only work on low. If I set them to high, they blow the fuse. I do not see any bare wires touching on the harnesses (in the console and under the seat). Any idea if this is a switch problem or something else?

Could it be a bad relay?

I think they are working now. I put in a new fuse and I guess when I unplugged all the connections to check them out, I somehow fixed it.

If my heated seats aren't working and I have good fuses, does anyone know of any other things to check before I fork out the cash to get new ones?
