You need to grind out the middle of the top one so that it'll just barely slide over the thick part of the lever. I had to do the same thing when I installed my Z4 lever in the sheetmetal console.

wouldnt that kinda defeat the purpose of the bushing? or does it not affect it? is there no other way?

Don't sand down the inside of it so much that it fits over the fulcrum (ball) too. It should be able to just slip over the upper lever (take the stickers off) and then it will sit on top of the fulcrum. I took a piece of sand paper and made it into a cone shape and sanded the inside of the bushing. Just sand a little at a time until it barely slips over the upper lever. I just had to do this a few weeks ago when I installed my Z4 lever.
