There is a flat-head screw on the side of you idle control valve. I'd suggest cleaning it first and then adjusting it. I have my M10 idling at 1k rpms.

Is 1k rpms normal for the m10 to idle at, or do you have some mods that would require a higher idle speed?

Lucky Bastard My m10 idles at 1000 on a good day ussualy it's more around 2,000 even with the screw all the way in. I'm sure there is a vacume leak but I haven't bothered checking all the hoses.

Does it act like it's hitting a rev-limiter when it's revving high at like ~2k?
nope, it idles perfectly smooth. Ussualy it's more aroudn 1200-1500 just all depends. The icv may be bad or who knows. It drives fine so I've never messed with it.
yo! my ICV doesn't even have a screw on it. it kinda looks like it had one on it at one point. but now it looks like its a hole plugged up with blue loctite. Is the screw supposed to be at the end of it where the plug isn't? right next to the inlet hose casting?
