Failed SOCAL SMOG test. please help

here is what I tested
15mph
RPM = 1912
%CO2= 14.2
%02=1.6
HC(PPM)max is 124, I hit 183 Fail
CO% max is .78, I hit .43 Pass
PPM max is 815, and I hit 969 Fail

25MPH I passed okay.

I changed out plugs, thermostat "i was running cool", and O2 sensor. Do you think this will fix it? Ohh I also ran some emission shit through the tank, but im not relying on that to do anything.

you were running cool? drive the car around longer right before testing the car. You want the car at optimum driving temperature.

Worst case scenario, change your cat and you should have a 90% better chance of passing.

Im on a budget, so the cat was my last resort.
