Alarm? What are these wires for?

Was going through the car, opened the compartment beneath the steering wheel and found these wires and things stoshed beneath there.
What are they for.
I assumed a previous alarm attempt and if it is an alarm, how do I go about putting it back together.

I may need a step by step guide with all those eBay links to the $2 fixer uppers.

Completely worthless pics there, man.

Do you have transmitters for this alarm? If not, it won't do you much good.

Post up a model number and brand name, I am sure you can get it working again.
