    Wavy? Like it's coming loose?

      sun-dry rotted

Is surface smooth? If yes, grab a heat gun and something heavy, and straighten them out.

      If surface is horrible, replace.

Take the bumper off, and check the clips/nuts on the inside. It's possible that they're broken or missing.

I don't think we are talking about the same thing, but I could be wrong..I'm talking about the bumper surround strip that runs on tope of the DB...

This seems like the only way I can fix it. I'll try it out...

Ahhhhh you're talking about the bumper surround. I thought you were meaning the actual rubber "impact strip" in the front of the bumper. That being the case, I'll agree with Aptyp.

Think I've got a pretty good set here somewhere from my bumper swap too........

You need to loosen the mounting screws and enlarge the hole in the plastic strips left-to-right. Then don't tighten them down too much, as too tight binds & tens to warp the strip.
You will need to get the strips out in the sun and place a cinder block or something else heavy to flatten them.
