help! 'tock' noise when stopped while front wheels straight, once turning wheel!!??

so my title might now have made much sense, but here's the problem

when i stop the car, and the wheels are all aligned (front wheels straight), and i turn my wheel slightly left or right, while still on the brakes, and stopped, i hear, and feel on the steering wheel, a slight 'tocking' noise, and a small jump-jerky feeling on the wheel

what can this be? when i'm driving, it's all good... but once stopped, it makes that subtle noise, and jerky feeling..

    any help?

It probably happens when you're driving, you just can't hear it.

Check your P/S pump's belt, and inspect the steering rack for leaks.

There are several possible causes including a problem in the steering column, a bad rack, bad tie rod end, binding upper strut bearings, or a problem with the PS pump. You can probably localize the source of the noise by touching the various parts of the steering and suspension while someone wiggles the steering wheel.
The car makes it possible, but the driver makes it happen.
