Electrical issues after just sitting , 2 years ??

great car , been sitting for (2) years with intermittent start & moving . So I’m getting it ready for the street now . The speedo with power on sticks at about 80 ! Tach not working , OBC not working . All fuses good , no-cad batterys good . What am I missing or have over looked ?? Thanks

OK , simple stuff , don’t look at fuses in the dark !! But back to my original problem , why does my speedo needle instantly go to 110mph sitting in the driveway , ni-cad battery’s show voltage . I even trued a second board with nI-cad . Simple again ?
