My ground strap that connects to the hood is shot. My gauges work intermittently and my headlights are not working properly. Any relation? I am at the point where I don't fix stuff on this car unless it really needs it. Thanks.

No relation, it's supposed to be a noise suppression strap, related to improved radio reception. The caveat is that this only really benefit AM signals.
However, it's possible that BMW intended to install an under hood light or a hood open switch at some point, and the ground strap is the only part that made it to production.
