Humming noise..

So I'm having some electrical issues, blowing fuse #23 and speedo/odo backlights not working.

But there is a humming noise I noticed coming from the part shown in the picture. Help is appreciated.

thats for the cruise control. dont know why it would be humming but if you follow the wire through the firewall you can unplug it. the plug is round and above the pedals
