Ignition Coil Green Wire - Shorts to Ground - Confused

Green wire gets 12volts with ignition on but with ignition off (battery and ecu disconnected) I see the attached picture. Is this normal behavior or is it shorted?

Additional question - where does green wire terminate as it gets 12 volts with ignition on and ecu disconnected?

I am switching to wasted spark but need to sort this out before continuing. Any insight is greatly appreciated!

Traced the connection in the diagrams. ECU pin 27 start input to ignition switch and coil goes to connecter C101 pin 7. Shorts the coil in the ignition off position, and when on or in start position. no short.

    problem solved, we're good.
