Hood latch - emergency won’t turn

I know my hood latch cable broke and I previously opened the hood a couple times by using the emergency release next to the driver high beam. It twisted easily, but now I’m trying to twist it to open it and it won’t budge. I’ve never had this issue before. Anyone have a suggestion?

If it won't budge something is either in the way, the cable is binding or most likely it just needs lubed up. Spray it down with PB blaster and keep trying. Good luck.

It some times pops the hood up very slightly, but it doesn’t seem to look right. Hard to get a good picture of it though. Doesn’t look like there is a screwdriver slot, but a spring or wire going across the hole

Yeah that is really bad, the rust is most likely binding it. Other than trying to continue to try and lube it up and get it to break loose I don't really have any other suggestions other than things that would cause damage. Good luck.
