Feul pump fuse blowing

Hello out there
Need any info I can get on 87 BMW convertible blowing #11 fuse . Starts up runs fine for few min. Then pops fuse. Checked pump, relay,grounds, crank sensor . Put out 11 volts at pump and 13 at hot side of fuse any ideas why it would blow fuse?

The pump is probably on its way out. As it runs the resistance increases and eventually blows the fuse. You could try cleaning the contacts on the relay and fuse holder, but I doubt it will work.
