Dog chains is the rear

There are these little washers sitting on the top of my shocks doing absolutly nothing and when i hit and bumps they jump up and down.
Just wonder if anyone knows if these serve a purpose, otherwise I'm going to cut the little shits.

That washer is supposed to go on the bottom shock bolt. They just get shipped with the washer on the shock shaft so it doesnt get lost.
