Both of the lips on the front hubs are rusted. The inner surface of the wheel has also rusted. As a result, it's a pain taking wheels off. Do I have to buy new front hub/bearing assemblies or is there some way I could fix this?

rust is a non- issue generally. While it may be difficult to have removed the wheels this is often normal. You can scour the surfaces to remove the rust with some sandpaper and a sanding block.
There are a couple solutions to ease removal in the future. Spray with WD40 or add a thin layer of lithium grease. I personally don't do this but I've seen it done. There is also a kit from places like BavAuto I've seen that have a thin paper-like thing that goes between the wheel and the hub. Never saw anyone use these in person though.
Remember if you are going to spray anything, you're better off spraying it on a rag and rubbing it on the intended surface. Don't get anything on your rotor surface.
edit - yes, wire brush. Forgot but that's what I use on my DD. Scotch Brite pads are the shit too!!! +1!!
