Lets put it this way, Harbor Freight's welders are better than that thing. Well, higher amperage output anyway.
If you really have to ask if that welder will work, then you obviously don't know how to weld. That being said, save your money and pay someone to weld everything for you. Will be cheaper and much safer.

Ya, if you aren't even sure what welder to use I wouldn't be welding on the suspension of a car.
Also gas-less flux core is a very poor choice. I TIG welded mine and they are holding up great. An experienced shop could probably do it for you for a couple hundred bucks at the most. Get out the yellow pages and make a few calls.
