New rear rotor wont turn/stuck on

i adjusted it all the way in and it still hits. I think its kind of weired that its only on one spot. I might have to wait till this weekend to take it apart again

ok, so i firugerd out some things. The rotor has to be tight bolted on for it to rub. It wont do it if i just hold it up to the hub. Also i put the old rotor back on and now it does it. maybe i bent the ebrake shoes? i switched them around it seems like it might have switched sides, but im not sure. im tempted to just take and leave them off

is it also possible that i fucked up the hub using lug nuts to get the rotor on? (they were tightend by hand)
