So it finally came to an emergency brake... My state doesn't check emissions but safety means a great deal. Currently I'm batting 50% but I need / want to get a grand slam. I have a northern beast and this is one of the last parts I haven't changed. I looked and it appeared you don't have to drop every thing to change the e-brake cable. If someone would like to chime in with suggestions, pics, or other "hunt" words I'd be grateful.

You will have to disassemble the parking brake mechanism to change the cable, but nothing else needs to be removed. Soak the collars that slid into the body tubes in PBlaster or Kroil for several days as they are probably rusted in place and will present the most challenging part of the job.
Once everything is back together adjust the parking brake by:
1) Lower the hand brake and loosen the cable adjusters.
2) Working through a lug bolt hole turn the star adjuster until the wheel
locks using a flat-bladded screwdriver. I just turn the adjuster until it
doesn't want to turn any more. Then back off the adjuster 12 clicks. Repeat
for the other wheel. Note that the star adjuster is at the 6 o'clock position
on later cars, but at the 10-11 o'clock position on an E30.
3) Raise and lower the hand brake several times to settle the cables. Then
raise the lever two clicks and tighten the adjuster nuts until the wheel can just
be turned with moderate force.The car makes it possible, but the driver makes it happen.
