trouble rotating rear wheel

while swapping rear tires last night i found it hard to rotate both rear wheels while off the ground. it felt heavy, and I needed to use 2 hands, and it would not keep spinning for more than 1 maybe 2 rotations before stopping on its own.

-could this be an issue with the wheel bearing or differential?

-how easy can you spin your rear tires while in neutral and on jackstands?

I would think more along the lines of dragging caliper/pads.

emergency brake shoes might need adjustment
