    Rotors

    Will drilled rotors make a difference in braking performance, just the rotors not the whole big brake kit.

      Drilled rotors will help braking if used with very hard compound pads (like crappy Metalmaster) and when not used hard. If used hard with torquey pad, so much friction/heat will be generated, and so much material will already have been removed from the heat sink (aka rotor) that the rotors will crack in between holes. So, to answer your question. Performance will be increased where you do not need it (around town) and reduced where you need it (at the track).

      Drilled rotors is 30 year old technology for 30 year old pads. Even slotting is not really required when using carbon pads as they do not emanate any gaz like old organic pads.

          Yes they will, and not for the better. The holes reduce the swept area and the thermal mass of the rotors. Neither is a good thing. And the holes are stress concentrators (think of them as an initial crack of large radius). Solid rotors coupled with a pad suitable for driving style/conditions is the way to go.
