First, make sure the whole assembly isn't rotating when you are working and remember that the locking plate may be in the way, it should be around the base/perimeter of the nut. Try to pry it away.
Second, this is where you really want an impact wrench as they are adept at removing stuck fasteners.
As a last resort you can use heat/cold to help stuff along, but you may kill your wheel bearing seal.
If all else fails you'll need an air chisel to finish the job.
