Power steering stickiness

I am having an issue on my s50 e30. Something is messed up in my steering department, i first noticed when i was at speeds about 60 and my steering seemed really twitchy. It felt tight but any movement of the wheel felt sticky and then the car would twitch and feel unsteady. The motor also struggles when i am stopped and go to lock on either side- it drops in RPM. Does this sound more pump related or rack related? Let me know your thoughts. I have a stock rack and an s50- if you didnt catch that in the first sentence.

Most likely a sticky stock rack.
