H&R sport + Bilstein is bouncy

So, I have an s50 e30 that I recently upgraded the suspension on to H&R Sports and Bilstein Sports. I didn't want to go as low as the race springs. However, when I'm driving and the road dips to go over a bridge area, the front end bounces. At first I couldn't put my finger on it. I just felt something was 'off'. I just realized the car is bouncing another 1-2 times after the initial impact. I thought Bilstein sport shocks would be sufficient? Has anyone else noticed this? Thanks guys.

If the shocks were new, talk to Bilstein, They should not be allowing noticeable bounce. If the shocks were used, they are worn out and need to be replaced.
The car makes it possible, but the driver makes it happen.

Brand new. Not from a sketchy place either, TMS.
