I have a 1990 IS wondering if i can lower the front about an inch without messing with the back

You can remove spring pads, but that won't do much, you can cut a coil off the spring, but thats not too reccomended. I have drop hats, but those can be difficult to come by. Where are you in AL?

Removing the front spring pads is worth, maybe 1/4". You could install lowering spring just on the front, but that is going to mess up the handling and make the car very "tail happy".The car makes it possible, but the driver makes it happen.

Yes the rates are something around 1000lb in the rear and like 650lb in the front. But I have the revalved sport shocks to handle the higher rates in the kit. The rates may be high but these spring are progressive rates, not linear. Linear rates are what will jar your teeth loose.
I have the J Stock kit and I love it. It rides well and I love that I can still feel the road. To me its really the perfect kit without going coils.

I have just the springs as my car had the Bilstein BTS kit with Billie sports already. They'll be revalved in the coming future.
