30mm vs 36mm Billies have the same rates?

I have been researching into Billstein Sports and H&R race because I don't have too much money but need a decent setup. As we all know the early 318 and some 325 were plagued with the 48mm strut housings. Since I am trying not to spend a fortune I began to research if the smaller diameter shocks have the same or at least close rates to the larger ones. I am straying away from upgrading to the 51mm housings because the nearest junkyard that would have an E30 for me to decimate is at least 100 miles away. My solution would therefore be to use the smaller diameter sports, if the rates are similar, and use race springs for an M42 car. I would use drop hats up front to even out the ride height. Would this be a ridiculous idea?

I have also been searching on Bimmerworld, Turner, etc for billie sports and find that they only differentiate between ABS models and not the early years opposed to the later ones. I would think that a shock alone has nothing to do with the ABS unless they include a built in housing with the shock like the generic picture they show. I'm just trying to get a little clarification here as I am a little confused on the whole situation.
