I'm trying to adjust the front toe, but the adjustment piece will not budge. Do I have to remove the outer tie rod from the hub to adjust?

No.
It is pinch fit type of deal, so use penetrating oil for a day or so. It helps if you just get the car off the ground to get some force on it. Also, be careful, a tiny adjustment on the tie rod is a HUGE change in the wheel toe in.

The inner part of the tie rod turns for adjustment once the clamp is loosened. If it doesn't want to turn there is probably corrosion in the threads. PBlaster or Kroil and time for it to work (hours to days, not minutes) should help. In a worst case heat may be required.The car makes it possible, but the driver makes it happen.
