i was wondering since the IE 25mm is hollow if it will still be as stable at the swayBarbarian by uuc which is a 22mm

Not necessarily, at all.
A 25mm hollow bar (probably 25.4mm actually) will need to be pretty thick walled to have the same stiffness as a 22mm bar (probably 22.2mm actually).
It's possible, but not a slam dunk, to make a larger hollow bar stiffer
