    suspension travel questions

Ok so I lifted the front of the car up on stands to get a look under it for essentially the 1st time.Surprised at the amount of droop travel from the bilstein sports, gap from fender to tire is 6 inches.
Here's the problem, when I test drove the car it was obvious the front was riding on the stops, but there is no stops installed. The distance measure from the underside of the upper hat and the top of the strut is also 6 inches, since the ride height was with the tire flush to the fender there was 0 travel and the hat was sitting on the strut. The tard that owned it told me if he kept it he was going to make it stiffer, don't think that would be possible.
Anyways I now have some decisions to make on how to correct,I was thinking of a nice streetable spring like H&R sports but then I need another set of housings since these have the stock perches removed for the coilover sleeve.
After seeing the amount of bump travel available I'm not sure I'd be happy with the stock lenght dampers since I'd really only like to lift the car back up an inch or so from where it is.I wasn't intending on going with shortened housings, shorter dampers and the gc kit mostly due to the cost and effort.

    Any thoughts?.
