There should not be any fluid in the dust boot area, if there is, it got there by going past the seals that are no longer sealing.

I will check the other side because the side I checked was missing the boot clamp and stuff may have gotten through there. I doubt it though. damn.

Your seals are toast. Get a refund and another rack.

Well now you know for next time.

PS simple green and a pressure washer would have cleaned that in 10min.

There are kits to replace the seals, if you cant get your money back I'd look into it

A handy tip for a quick inspection (in the future) is to grab one dust boot in each hand and alternate squeezing them quickly and tightly as possible. Left, right, left, right, etc. Listen to the sound the air makes as is passes from one side to the other. A non leaking rack makes a clean wooshing air noise, a leaking rack makes a messy air and fluid sound sort of like when you keep sucking on a straw after your drink is all gone and your f*cking bartender has not noticed your empty glass.

I did that and it sounded dry. I guess more went into the boots when i was moving it around while washing it.

What do you guys think of just deleting powers steering and pack the rack with grease?
