Dark Steering Fluid

A few months back, the power steering fluid was replaced because I noticed that it was already dark and murky. I also noticed an overflow on the reservoir. This week, I noticed that the fluid has returned to its dark color, and I want to know if this is normal. Shouldn't it be a bit clear?

There are no leaks on the rack. I only notice the overflow from the reservoir. Could it be just the reservoir cover?

A single fluid change still leaves a lot of crud in the power steering system that will turn the new fluid dark. It will take several fluid changes to clean out the system.
