Rear shock mount reinforcement plate placement

So, upgrading shocks and springs (Bilstein HDs and H&R OE Sports, going for stock appearance in a daily driver). I got the Z3 rear shock mount reinforcement plate (51-71-8-413-359) in the kit from Pelican. The question is, where does it go?

I have seen two configurations in schematics and forums:
    (a) on top of the sheet metal inside the trunk with the collar nuts directly on top of the plate (with the RSM and gasket in the wheel well); and
    (b) on top of the RSM, with the gasket on top of the plate, inside the wheel well, and the collar nuts directly on top of the sheet metal inside the trunk.

Any thoughts would be most appreciated.

Sandwich the sheet metal as in (a)

put it on top of the sheet metal, inside the trunk, underneath the bolts.

      = nut
      = reinforcement plate
      = sheet metal of car
      = shock
