    center my steering wheel

What is the best way to realign my steering wheel(the alignment is so far off I can't use the wheels)?

Just jack the wheels up and turn the wheel all the way to lock on one side....then turn two full rotations and then recenter the wheel or is there a more accurate way to get the steering wheel exactly in the center ...measure tie rods

Center the rack by turning the steering wheel until the extension of the inner ball joint is the same on both sides of the rack. Then, if necessary, remove the steering wheel and align it. Complete the job by having the front toe set with the wheel centered.
The car makes it possible, but the driver makes it happen.

So the exact same amount of rod is exposed on each side when it is centered.... I figured it would be biased to one side

Why would you think that the rack would not be centered? The wheels both have to move the same amount for left/right turns.
