Rack rebuild process

i'm in the middle of it and will post details... but damn. im stuck.

anyone done this before, please help. On the cylindrical tube where the seal is inside one end and the rings outside the other... what and in what order goes on the other end?!
i know that 4-finned friction washer goes there with a snap ring but there has got to be something more because it rides loose.

oh! if i were to continue with the rebuild process and follow the shop manual, i'd see what the deal is.

and i swear!!! WHO THE FUCK puts together these rebuild seal kits?!
wrong sized seals, missing a FEW and a couple that dont even belong!
