someone can tell me how to fit the spring's top hat ? the diameter is way bigger than the shock base ( billets )

I'm a little confused by your question. The upper spring perch should not fit tight to the shock body.

DON'T forget the spacer washers before putting on the plate with the captive spherical bearing.
