E36 power steering swap not working

Well here is something odd.

Car is (euro 325i)

I swapped my engine to a m20b25 along with the e36 power steering conversion. Everything hooked up as it supposed to be, filled with fluid and belt nice and tight.

Despite all this the power steering system does not work, it steers like a non pas car, tried bleeding the system and i am about 1l in.

I checked the hoses and from every side fluid is comming out when loosing the nut.

Pump makes no sound at all, looks like fluid isnt moving when looking into the reservoir.

Any idea's? I suspect a faulty pump, but it was removed from a running car which I drove myself and didn't experience trouble, the rack is checked and good as well.
