Did I do stupid? steering rack leak question

So I spent considerable time rebuilding my steering rack. Everything was finally buttoned up on the car today, so I filled up the reservoir and began to rock the steering back and forth to prime the rack and pump. It was very difficult to turn the wheel, so I decided to turn the car on.

I then turned the wheel full lock and then heard a POP! ATF was spewing out of the driver side rack boot at high velocity. It appears to have blown by the inner rack gasket and out the boot.

I shut the car off and peered underneath. I have a theory that I screwed up which metal line goes where in the rack housing (pinion neck). Does this sound like I'm on the right track? Pics below.

    Sorry for large pics

Here's a pic of when the boot gets popped off of the rubber grommet and fluid sprays out. Something is preventing fluid from moving across the chambers. I checked the metal lines and they all go to the right portals on the rack housing.
