It also looks like they have drilled it for more positive camber, which further suggest someone had an altercation with a gutter or similar and bent something.

I've done that before on a shitty racecar to get some camber.

However, the fact that it was done on one side only suggest that it was done to correct a geometry issue. You should take a look at the frame rails and see if the wheel well is detaching from the firewall or folded in some way.
