Odd suspension install problem - top hat won't come off

Attempting to install my GC camber plates and ran into an odd problem - the top had appears to be "stuck" to the top of the shock/spring assembly.

I removed the top nut that secures the top hat to the strut as well as the 3 12mm bolts that hold the assembly to the car and...nothing. It's been awhile since I did the spring/strut swap, and I can't remember another fastener in there...

Anybody have experience with this? If I recall correctly, last time the top hat just popped off once the top nut was removed.

put it back together, bolt up the top 3 nuts, and try taking off just the top nut, and letting the rest fall down. that mite work if its really stuck on there.
