bolt stuck in R&P

I am trying to remove the R&P. I got the nuts off the top of the bolts but the bolts will not turn. I broke a craftsman 15mm socket trying to get it off.

I am not sure what to try at this post.

Would you suggest grinding the head off the bolt to get the rack out. I have a replacement rack ready to go in but need to get this one out first.

I have not tried a impact gun yet....that is an idea as well.

uhh, hit the bolt with a hammer on the threaded side to pop it out? it only threads into the nut, nothing else.
