I have a power steering leak and was wondering if this was the cause...that hose is supposed to go on the male part there on the rack right? am i supposed to put a clamp down or does it just slide over it?

thats a dust boot.
there are seals inside it. but the boot dosent keep oil from leaking

Yes the hose should connect the two little "male parts", you can hardly see it in this picture
