    I would try a heavy degreaser, like Purple Power, and a wheel brush. Then use the Sonax (amazon link above) and follow the directions on the bottle (be sure to use a pressure washer to rinse). You should be good to go from there.

      It looks like the clear is gone and the dirt is now part of whats left with your finish. Make yourself soda blaster and prep for paint.

        I use this stuff called Super Clean. It's a degreaser/desolvent that has yet to let me down. You can actually find it at Walmart

              Chain cleaner for a moto chain might work, but i'm not sure how it will effect your finish

                I have heard that SONAX is the bee's knees when it comes to wheel cleaning, but I haven't used it myself.
