Painting Alloy Wheels?

What would you guys recommend as a procedure for painting winter wheels? I have a set of cheap 15's that I want to paint black for this winter. What kind of paint is best, and what kind of prepwork should be done? Sandblasting, or just hand sanding? Thanks in advance.

Alloy or Steel?

On my alloy's I scoured them with a 3M pad, and then used Würth paint with clear coat over it.
