To answer your question, yes those fenders were rolled. In the least bit you can see that the inner lip has been flared out. As to what size "rims" those are there is no way to really know. Plenty of people run 16s and 17s on their e30s with out rolling the fender flares. They just don't do that stupid stance/stretched tires shit.
If you do the stupid stance thing, make sure that you have money for replacing all your suspension components, half shafts, wheel bearings, and tires on a regular basis since you will be putting undue stress on them by lowering the car so much and sticking the wheels out so far.
And don't bother driving fast unless you want to smash your car into a pole when you lose control. The suspension geometry was not designed for such an extreme camber and you will have toe problems that will destroy your tires.

Just looking to throw on new rims I have h&r springs and bilsteins coming which il obviously put on once there here and looking for some new wheels. I know by the photo there's no way to tell but was looking for best judgment and how the ride is on the different sizes or if there's any difference at all. Probs 15x8 diamond racing steelies from the looks of it. Throw some nice unstretched rubber on them without that camber and your car will look and drive better
