FedEX Ground would be your best bet. I've shipped a set of 15" wheels (no tires) in one box and it cost $38.

I've also shipped out 2 15" wheels in a box & it cost me $26-28 each box. Your best bet is to just charge a flat rate of $100 to cover box, wrapping material, & shipping cost.

Did FedEx package them for you?

Won't take no more than 15 minutes of your time & you save $$ over taking it to a packaging service.

thats what i was thinking. what did you put in the box to keep them from rattling around. plus they are 17's, so they might be a little more expensive.

I cut-up cardboard from other boxes & put them in-between the wheels.

go to a wheel shop and see if they have some boxes you can have. figure $30 or so per box to ship cross country with the way fuel prices are. fedex charges fuel surcharges based on the cost of fuel 3 months ago.
