Cover for Torque Converter access, under transmission bonus, picture eDrive40 & e30

not sure why one picture is small and other big, actual question picture small

I have found many threads that may be linked to this, but not the actual part. Does anyone have any insights into the "cover" that goes over this hole, or is it just meant to me open in the breeze.
