Has anyone ever had all of there cluster lights not work due to the cluster itself? I replaced the headlight switch and they still dont work. I pulled the cluster apart and none of the bulbs are burnt. My inspection is overdue by two months and I need to fix this quick im just wondering if this has happened to anyone else before I waste money on a cluster.

On my first car my lights wouldn't work due to slight corrosion a the contacts. The little "tabs" that contact the board. I had to take them all out and clean them with a wire brush, the little toothbrush style. But my car had sat for a few years and we have a moisture issue up here that you probably don't.
Do your lights for the heater and AC control panel light up? If not better check fuse #23
Is so then I'd check continuity at the cluster.
Take your continuity tester and see if the cluster is good, then look to a ground or the wire feeding the cluster.

If I'm reading the Electrical Troubleshooting manual correctly, it should be pins 23 and 24. On the C2 connector(White) on the Speedo side of the cluster.
Or take the cluster apart and trace out the circuit board for the cluster lights, perhaps there's a crack and you may need to solder the gap.
