what to use to seal RD apron on bumper?

Hey guys quick question: I'm installing my RD apron and the rubber cement that came with it was dried solid in the sealed tube. I went to Ace and found some paintable butyl rubber that worked OK, but never dried to the consistency I need (soft to touch after 3 weeks). Any ideas? Something I can buy at Ace, Lowes, etc. preferred over ordering online. Has to be paintable of course.
    Thanks for your help.

Go to your local auto body store. 3M makes a 2 part epoxy what comes in a white box with purple sticker. I dont exactly know the name but the shit works good.
I have some other stuff at the garage. I will try and get the info later..

OK, one other thing to note: this is more of a FLEXIBLE FILLER that I need, not something to rigidly attach the two components together...
