Function of Smiley's

Is there any actual function to the smiley's on some lights? I bought some off of ebay.de and they came today, however they were just projectors with city lights. No smiley's. I'm simply wondering if its worth the 3-ish week wait to send them back to get the right ones.

In short. Smiley's:functional, or cosmetic?

Yeh i have them on my car standard.All the light is basically about 4m in front of you so yeh if there is anything on the road you wont have time to react. But they look cool.

Thats exactly what I'm going to do. The guy hasn't responded to emails so far, so with paypal buyer protection I could possibly get a full refund. But yeah, something like 75-100 dollars (the cost of shipping it to germany and back) I think would be fair...
